A witness taking video reported that the victim's head and body were in two separate locations near an overturned SUV that was burning.

The witness in the video says, "All they covered up was the head."

UPDATE: Ryan Hail, 28, was pronounced dead at the scene at about 4:50 p.m. Tuesday, according to police. Police said an initial investigation shows that Hail's Harley Davidson motorcycle and a 2004 Nissan SUV were both heading eastbound on Lacy Avenue when the motorcycle hit the SUV. Hail was thrown from the motorcycle, police said.
